No. This tool changes the container (WOFF wrapping), not the glyph outline format. CFF (OTF) stays CFF; TrueType stays TrueType when you choose TTF/OTF output.

What is WOFF2 quality?

It controls Brotli compression level from 0 (fastest) to 11 (smallest). Higher values take longer but usually produce smaller WOFF2 files.
